Sheffield Wednesday Deals with Serious Challenges, States Independent Regulator

'Our role is integral to football's future' - independent football regulator the regulator's chair

Sheffield Wednesday's current difficulties are seen as a "significant problem" and the new football authority is seeking powers to investigate clubs in such situations, its new chair the regulator has stated.

Through a comprehensive talk, the regulator, who was appointed on Monday, expressed "sympathy" towards the club's followers.

Kogan met with four supporter groups representing the football team recently.

The football club have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on several different times, including in September.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," the chairman stated.

"Wednesday stands as one of the historic institutions for football in England and recently we have met supporters' organizations.

"We are seeking authority... which will allow us to have the club and similar situations submitted for our review if they need to be investigated and dealt with."

Monetary Issues and Proprietorship Status

The team's struggling chairman the current owner indicated in the summer he would be willing to sell up at Hillsborough, but he has failed to complete a sale with prospective buyers.

Failure to pay player wages on time in March and May resulted in restrictions being imposed by the football authorities in summer, preventing the club from carrying out any recruitment activities for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Regulator's Perspective

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, Bury or any football club where supporters are loyal to a local institution that has been part of their lives in multiple situations.

"I completely understand the team's plight, as I do for every team that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the fans themselves."

Inquired if the authority might compel an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the response would be once we assemble the facts and understand the situation, we will."

But Kogan stressed that compelling proprietors to divest clubs would be treated as a "last resort" and the regulator would prefer to work with them.

"Our least desirable course of action is begin intervening in an individual club, an specific proprietor, without having the opportunity to collaborate with that proprietor to address the problems affecting the organization and the chairman's encountering," the chairman stated.

"However, realistically, when you review the record of the game, over the last 20 or 30 years there have been some owners, not many, but particular people who have shown negligence in the manner they have operated their clubs and ultimately decline to assume obligation for the coming years."

'Errors may undo substantial development'

The regulator engaged representatives from 110 clubs to lay out the remit of the oversight body this week and maintained it represented a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"This position carries substantial significance, because if errors are made, if the football community fails, the significant advances achieved necessary will vanish incredibly quickly," the chairman stated.

"And that's what nobody wants in the context of the English game is a major achievement - we've got to keep it going.

"Substantial financial resources coming into football and has been channeled for the recent generations, because there's no guarantee it will keep flowing into the sport, which is part of the rationale behind I think we have to maintain a focused outlook on risk and of course, of the immediate future."

Elite Division Worries

Top flight officials resisted the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I fully support the achievement and development as an economic entity of the elite league.

"Being fully aware of the worry about compromising the top flight as an elite competition of the nation. But at the same time, if you engage with division representatives after this week's discussion, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Partisan Associations

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the opposition group in recent years.

The chairman contributed funds to government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I currently have no participation in any sort of politics."
