English Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a recent survey of municipal councils, English councils are preparing to offload social clubs, athletic facilities, and retail spaces as they bet on a fire sale of assets to balance the books.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in the UK reported that 60% of local authorities are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of public land and open spaces to support their budgets, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group said that a significant number of councils attempting to raise money from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would focus on service redesigns and using savings to manage growing fiscal pressures.”

Specific Examples of Proposed Disposals

Medway Council in Kent announced its property management strategy included the sale of a retail complex in a local town and a social club in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the plan.

Local Levy Rises and Wider Fiscal Pressures

The survey of councils in the key cities group, which includes several urban centers, also found that more than 70% of authorities will need to increase council taxes next spring to address the rising cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

Medway council said it will press ahead with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures take time to achieve both better provisions and financial savings,” stated Vince Maple.

He continued: “There are population challenges which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Forecasts

A survey of county councils recently further found council budgets being strained by the growing number of young people and adults requiring Send support.

A network of councils said that council deficits will reach £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a policy document outlining those changes has been postponed.

Disadvantage and Financial Gaps

Based on the latest indices of deprivation (IMD) for UK local authorities, several participating urban areas were among the most deprived in England.

  • “Member cities like several major towns place in the top 30 nationally under the 2025 IMD measures,” noted the report.

“While only one key city is in the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of the nation. The figures underscores the scale of difficulties confronting local leaders across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that accounts for and responds to the real levels of deprivation and need,” stated a council leader.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised social care provision in the last year, the survey found.
